The usual reason
The form runs two checks: a challenge from Cloudflare that tells a person from an automated script, and a check on how long the page has been open. Neither sets a cookie, and there is still nothing here for you to consent to. If the page sat open for a few hours before you pressed send, that check will have stopped it.
Opening the form fresh and sending again almost always works. If the challenge never appeared at all, something in your browser is blocking scripts, and the phone number below is the quicker route.
